The purpose of the conference, co-organised by the governments of France and Mexico, is to celebrate the 25<sup>th</sup> anniversary of the Beijing Platform for Action. The previous attempt to introduce these concepts into international law took place during the Nairobi summit, but ultimately proved unsuccessful.</span></span></strong></span></span></p> <p class="text-align-justify" style="text-align:justify; margin-right:0cm; margin-left:0cm"><span style="font-size:12pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="font-family:&quot;Calibri&quot;,sans-serif">The Generation Equality Forum will be a two-stage conference commemorating the adoption of the Declaration and Platform for Action that was the crowning achievement of the Fourth World Conference on Women in Beijing (1995). It was also the first document that widely and consequently used the term ‘socio-cultural gender’, in line with the gender ideology, and included the ideological concept of structural sources of discrimination, the alleged origin of which are the traditional social roles of men and women. Both deliberations on the adoption of the Beijing Platform for Action and the contents of the document itself caused numerous controversies. According to the information provided by the organisers, the primary goal of the conference is to gather everyone who is actively involved in promoting the feminist ideology in one place. The main discussion topics during the meeting will be ‘gender-based violence’, economic justice, bodily autonomy, sexual and reproductive rights, the feminist movements’ actions against climate change, technology and innovation for ‘gender equality’, as well as the feminist movements and their leadership as a whole.</span></span></span></span></p> <p class="text-align-justify" style="text-align:justify; margin-right:0cm; margin-left:0cm"><span style="font-size:12pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="font-family:&quot;Calibri&quot;,sans-serif">During the Paris conference which is meant to summarise the Generation Equality Forum, countries wishing to join the coalition are to adopt the so-called ‘commitments’. These commitments will however, play a key role in the formulation of any future comments issued by the UN Committees and resolutions adopted by the UN General Assembly. It is impossible not to notice that these entities are meant to constitute yet another set of tools for exerting pressure on countries wishing to protect the natural social structures based on the The main theme of the Summit was thus to “accelerate the promise”. The issues which received the most attention in the Statement and materials promoting the Summit, as well as in terms of discussions and presentations during the event, were access to “safe abortion” and “comprehensive sexual education”. What is more, the organisers, going against already established definitions, deliberately used the broad term “reproductive and sexual health and rights”, even though the Cairo conference explicitly rejected attempts at establishing a separate legal category for sexual rights. This is because the term serves to advance the LGBT agenda, which includes acknowledging “gender identity” and sexual orientation as categories protected by law.</span></span></span></span></p> <p style="margin:0cm; margin-bottom:.0001pt; text-align:justify; margin-right:0cm; margin-left:0cm"> </p> <p style="margin:0cm; margin-bottom:.0001pt; text-align:justify; margin-right:0cm; margin-left:0cm"><span style="font-size:12pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="font-family:&quot;Calibri&quot;,sans-serif">Fully aware of the lack of unanimous support for this programme, the Summit authorities based its organisation on a single UN agenda – the United Nations Population Fund (UNFPA), as well as enlisting the help of the governments of Denmark and Kenya, the event’s host. According to the Permanent Observer of the Holy See to the United Nations, the Nairobi Statement was not preceded by consultations and thus cannot be presented as an expression of international consensus, in addition, “it is also regrettable that the conference will be held outside of the United Nations framework, thus precluding transparent intergovernmental negotiations while conveying the misleading impression of ‘consensus’ on the ‘Nairobi Statement’”. The commitment statement issued by the U.S. included a pledge to provide financial support for international programmes supporting female empowerment, opportunities and development, without infringing upon the inherent dignity and value of every human life. During the summit, the U.S. Ambassador to Kenya warned against pro-abortion groups, openly stating that they are attempting to rewrite the Cairo Declaration adopted by 179 countries in 1994, and replace it with commitments which extend far beyond what was agreed upon during that conference.</span></span></span></span></p> <p style="margin:0cm; margin-bottom:.0001pt; text-align:justify; margin-right:0cm; margin-left:0cm"> </p> <p style="margin:0cm; margin-bottom:.0001pt; text-align:justify; margin-right:0cm; margin-left:0cm"><span style="font-size:12pt"><span style="font-family:&quot;Times New Roman&quot;,serif"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="font-family:&quot;Calibri&quot;,sans-serif">Formalities were abused to ensure a unanimous decision, preventing many international organisations which protect traditional values, life and the family from attending the Summit. These included C-FAM experts, who work with the UN in New York, as well as Family Watch International and CitizenGO. The event was organised by the Catholic University of Eastern Africa in Nairobi, the Nairobi Archdiocese, C-FAM, Family Watch International, Caritas, CitizenGo, Ordo Iuris and a number of international and local organisations. In addition to pro-life organisations, the conference was attended by delegations from those American, European and African countries which stand in opposition to implementing an international “right to abortion”. An important event was the participation of the Apostolic Nuncio to Kenya, Archbishop Hubertus van Megen, who rejected the resolutions of the Nairobi Summit, noting that its goals are completely alien to an average African. Based on official WHO data, they demonstrated a noticeable relation between the prohibition of abortion and a low perinatal mortality index. Based on statistical data, the Ordo Iuris lawyers proved that countries from various parts of the world which have implemented regulations protecting prenatal life also stand out for their higher quality of perinatal care and low rates of perinatal mortality in mothers compared to other countries in their respective regions. The official protest statement was read by Valerie Huber from the U.S. Department of Health. The statement mentioned the significant political, social and demographic progress made by many countries over the course of the last 25 years, as well as referring to countries which are still developing and have yet to face many challenges, which the international community should help them overcome. She also noted that, in accordance with the 1994 Cairo conference document, everyone has the right to life, family is the primary social group and should be supported, and abortion should never be promoted as a method of family planning. The Cairo programme respected religious beliefs and individual values. The MPs also stated that, to the Kenyan population at large, terms referring to reproductive health are alien concepts, and called introducing 10-year-olds to sex absurd. The Institute also pointed out that the phenomenon of prenatal murder based on gender, race and disability is becoming more and more common on a global scale.<span style="color:#222222"> Moreover, Ordo Iuris objected to the presentation of abortion in the context of health care and emphasized the need to improve the standards of maternity care as one of the key preconditions for providing real support to the parents and reducing the number of abortions. As early as during the Conference on Rights for Women in Beijing (1995) there was an attempt to make it a tool of social change. Nevertheless, it was frustrated by the unequivocal and definite objection of the states taking part in the sessions. Thanks to it, three years later, in the legally binding Rome Statutes constituting the basis of functioning of the International Criminal Tribunal in Hague, the concept of gender has been defined in a clear way, indicating that it refers to male and female in the context of society. Historical context.</u></b></span></span></span></p> <p style="text-align:justify; margin:0cm 0cm 8pt"><strong><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">The Nairobi Summit marks the 25th anniversary of the International Conference on Population and Development (ICPD) in Cairo of 1994. For this reason, it is necessary to briefly present the Programme of Action adopted by the Conference, and the political and ideological context of its adoption. The Cairo Conference was the third and so far the most important of all the Conferences on Population. They were convened in association with the expected threat of overpopulation and the need to slow down the rate of natural increase. The key role in achieving that goal was to be played by a concept of the universal right of individuals to family planning. It is worth noting that, in accordance with the idea of the Bucharest (1974) and Mexico (1984) Conferences, promoting equality of women was mainly supposed to be a tool in the combat against the problem of overpopulation since, as it was noted, there existed a positive correlation between the equality of women and a drop in the number of births. </span></span></span></strong></p> <p style="text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">The Cairo Conference went one step further, introducing to the official international discourse the terms of reproductive health, sexual health and reproductive rights, which are much broader than the right to family planning. Moreover, as a result of the latter Conference, feminist circles have replaced populist ones as leaders in promoting postulates associated with controlling human fertility. The document that crowned the Cairo Conference was preceded by heated discussions. Initially it opted for the broad term "reproductive and sexual health and rights" to be included in its scope. Many controversies were also triggered by proposals associated with promoting sex education and preventing "unsafe abortion". Initially, it was also postulated that law concerning abortion should be formulated in the context of female health rather than penal law, and that women who were raped or who became pregnant through incest should <b>always have <u>the right</u> to aborting an unborn child</b><a href="#_ftn1" name="_ftnref1" style="color:navy; text-decoration:underline" title="" id="_ftnref1"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[1]</span></span></span></span></span></a> (which <i>de facto</i> means removal of the countertypes that exists e.g. in the Polish law). Finally, following strong objection from the Vatican and its allied States, the postulates were rejected. Instead, the Cairo document stated that <i>"<b>in no case should abortion be promoted as a method of family planning. All Governments and relevant intergovernmental and non-governmental organisations are urged to strengthen their commitment to women’s health, to deal with the health impact of unsafe abortion. Abortion should be prevented to eliminate the need for abortion. Women who have unwanted pregnancies should have ready access to reliable information and compassionate counselling.  Any measures or changes related to abortion within the health system can only be determined at the national or local level according to the national legislative process.  In circumstances where abortion is not against the law, such abortion should be safe</b></i>” (pt. 8.25). Nonetheless, there were and still are attempts to include the above postulates to international documents of different ranks (Beijing Conference 1995, discussion on Sustainable Development Goals). </span></span></span></p> <ol start="2"><li style="text-align:justify; margin:0cm 0cm 10pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b><u>Main items in the Nairobi Summit agenda</u></b></span></span></span></li> </ol><p style="text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">The main goal of the Nairobi Summit is to implement the conclusions of the Cairo Conference and Sustainable Development Goals until 2030. According to the Summit's website, it is to be a turning point in terms of achieving universal access to "sexual and reproductive health and rights" as a part of universal health coverage. The following issues will be raised at the summit:</span></span></span></p> <ol><li style="text-align:justify; margin:0cm 0cm 0.0001pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">The scope of the basic "sexual and reproductive health and rights" package to be included in universal health coverage:</span></span></span></li> <li style="text-align:justify; margin:0cm 0cm 0.0001pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">To mobilise the required financing to finish the ICPD Programme of Action and sustain the gains already made;</span></span></span></li> <li style="text-align:justify; margin:0cm 0cm 0.0001pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">To draw on demographic diversity to drive economic growth and achieve sustainable development;</span></span></span></li> <li style="text-align:justify; margin:0cm 0cm 0.0001pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">To achieve zero sexual and gender-based violence, including in addition zero other harmful practices (e.g. genital mutilation);</span></span></span></li> <li style="text-align:justify; margin:0cm 0cm 10pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">To uphold the right to "sexual and reproductive health and rights", also at times of humanitarian crises. </span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">These issues are to be discussed taking into account: gender equality, youth leadership, the key role of states and societies as leaders in accelerating implementation of the ICPD promises, the role of innovation and data and partnership. The Conference is to be based on 12 Commitments that together will help achieve: zero "unconscious need" for family planning; zero preventable maternal deaths, zero gender-based violence and harmful practices against women, girls and youth. These Commitments are to be the pivot of the Summit's final document. It is worth noting that the parties responsible for developing this document on the part of NGOs are, among others, representatives of the International Planned Parenthood or Bill &amp; Melinda Gates Foundation.</span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">An analysis of the possible formula of the Summit's final document should also provide for the course and conclusions of preceding events, listed on the Summit's official website<a href="#_ftn2" name="_ftnref2" style="color:navy; text-decoration:underline" title="" id="_ftnref2"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[2]</span></span></span></span></span></a>. They include, among others: </span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">– She Decides, 2 March 2019, Kathmandu Nepal – a movement established to commemorate the 25<sup>th</sup> anniversary of ICPD, whose goal is to ”accelerate progress by changing social and legal standards and unlocking resources"<a href="#_ftn3" name="_ftnref3" style="color:navy; text-decoration:underline" title="" id="_ftnref3"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[3]</span></span></span></span></span></a>. According to its manifesto, one of its goals is to ensure the right of women to decide whether they want to have children and to access abortion safely<a href="#_ftn4" name="_ftnref4" style="color:navy; text-decoration:underline" title="" id="_ftnref4"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[4]</span></span></span></span></span></a>. One of the persons involved in the movement is the Director General of the abortion giant International Planned Parenthood Federation (IPPF).</span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">– 63<sup>rd</sup> Commission on the Status of Women and 52<sup>nd</sup> Commission on Population and Development – during these events, organised by the UN, the existing terminology used in matters of human reproduction was maintained.</span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">– the Women Deliver Conference, 3-6 June 2019, Vancouver, Canada – a large conference where the main speakers were Justin Trudeau together with his wife. The conference discussed the issue of reproduction, for example, posters were shown promoting abortion "skills" among physicians<a href="#_ftn5" name="_ftnref5" style="color:navy; text-decoration:underline" title="" id="_ftnref5"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[5]</span></span></span></span></span></a>. The website also presented trends that were discussed during the Conference. They include, among other things, "reproductive and sexual rights, including the right to safe abortion", which are currently "threatened by conservative influences and backlash"<a href="#_ftn6" name="_ftnref6" style="color:navy; text-decoration:underline" title="" id="_ftnref6"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[6]</span></span></span></span></span></a>. </span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">– the G7, 24– 26 August, Biarritz, France, during which the G7 Council for Gender postulated that governments should ensure access to safe and legal abortion to all<a href="#_ftn7" name="_ftnref7" style="color:navy; text-decoration:underline" title="" id="_ftnref7"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[7]</span></span></span></span></span></a>, and introduce a ban on disseminating "untrue information" about abortion<a href="#_ftn8" name="_ftnref8" style="color:navy; text-decoration:underline" title="" id="_ftnref8"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[8]</span></span></span></span></span></a> and mandatory sex education in schools<a href="#_ftn9" name="_ftnref9" style="color:navy; text-decoration:underline" title="" id="_ftnref9"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[9]</span></span></span></span></span></a>. Finally, these proposals were rejected at the G7 Summit. </span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">Considering the above clauses, the most problematic and controversial issues may be identified, which will probably appear at the Conference:</span></span></span></p> <ol><li style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 10pt 36pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b>An attempt to introduce the broad term: sexual and reproductive health and rights.</b></span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">During the previous conferences, as shown above, the States agreed on the term "reproductive and sexual health" and "reproductive rights", rejecting the term "reproductive and sexual health and rights". Thus, there is no separate category of "sexual rights" which should be understood, among other things, as the postulates of circles that identity themselves with the LGBTQ ideology and gender identity theories. </span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">It should be noted that both the official website of the Nairobi Conference and most events listed by the organisers as "lead-up" consequently use the term "reproductive and sexual health and rights", which goes beyond the previously agreed terminology. </span></span></span></p> <ol><li style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 10pt 36pt" value="2"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b>Abortion, including the problem of so-called "safe abortion" – including it both in SRHR and perinatal health. </b></span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">Although the final document of the Cairo Conference contains a provision that in no circumstances should abortion be promoted as one of the family planning methods, the currently formulated postulates of some UN agencies, as well as circles associated with the organisation of the Nairobi Conference, suggest that work on the document will again attempt to include a universal "right to abortion" in the catalogue of reproductive rights. To this end, a provision will be used, according to which abortion, where it is legal, should be "safe". Using this postulate, the World Health Organization and other UN-related circles lobby for the universal legalisation of abortion, claiming that safe abortion = legal abortion<a href="#_ftn10" name="_ftnref10" style="color:navy; text-decoration:underline" title="" id="_ftnref10"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[10]</span></span></span></span></span></a>. It should be noted that the problem of abortion is raised in the ICPD not only as part of the general postulates concerning "reproductive health" and "reproductive rights", but also in the context of maternal health. For these reasons, it may be expected that the theme of abortion in Nairobi will be situated in the context of preventable maternal deaths (zero preventable maternal deaths) and the supporters of its legalisation will be using the narrative of "safe abortion"<a href="#_ftn11" name="_ftnref11" style="color:navy; text-decoration:underline" title="" id="_ftnref11"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[11]</span></span></span></span></span></a>. Also, the most recent documents issued by the WHO postulate adding mifepristone and misoprostol (substances inducing a medical abortion) to the list of essential medicines and promoting the possibilities for independent abortion at early stages of pregnancy<a href="#_ftn12" name="_ftnref12" style="color:navy; text-decoration:underline" title="" id="_ftnref12"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[12]</span></span></span></span></span></a>.</span></span></span></p> <p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">Just as was the case in Cairo and Beijing, during the Nairobi deliberations there may also be attempts to include in the final documents postulates for the complete decriminalisation of abortion, and moving the problem of abortion from penal law to laws associated with health care, or non-restrictive observance of legal standards concerning the prohibition of abortion. </span></span></span></p> <ol><li style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 10pt 36pt" value="3"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b>Family planning and access to contraceptives</b></span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">In association with promoting access to contraceptives and preventing so-called "unconscious need" for family planning, the circles gathered around the organisation of the Nairobi Conference may postulate the complete legalisation of "emergency" contraceptives (which may also usually have an early miscarriage effect). The concept of the "unconscious need for family planning" is also supposed to apply to the category of persons who do not use contraceptives due to their religious convictions or social norms. The strong promotion of family planning, especially hormonal contraceptives, may thus infringe the right to the freedom of conscience of numerous religious groups.</span></span></span></p> <ol><li style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 10pt 36pt" value="4"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b>Sex education of youth</b></span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">One of the main items of the Nairobi Summit will be to promote universal access to sex education in its most permissive version by including it in national curricula. It is worth noting here that considering the unauthorised formulation of the recommendations of UN Committees (e.g. the Committee on the Rights of the Child<a href="#_ftn13" name="_ftnref13" style="color:navy; text-decoration:underline" title="" id="_ftnref13"><span class="MsoFootnoteReference" style="vertical-align:super"><span class="MsoFootnoteReference" style="vertical-align:super"><span lang="EN-GB" style="font-size:11.0pt" xml:lang="EN-GB"><span style="line-height:107%"><span style="font-family:&quot;Calibri&quot;,sans-serif">[13]</span></span></span></span></span></a>), it should be expected that there will be postulates to remove the need for parents' consent for participation in such classes. However, it has to be stressed that in accordance with the conclusions of the Cairo Conference and the Convention on the Rights of the Child, it is parents who should play the most important role in teaching about sexuality and reproduction, and their rights should be strictly respected.</span></span></span></p> <ol><li style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 10pt 36pt" value="5"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif"><b>Removing barriers to accessing reproductive medical services, such as the consent of parents or legal guardians to medical services associated with reproduction or the conscience clause.</b></span></span></span></li> </ol><p style="margin-top:12.0pt; text-align:justify; margin:0cm 0cm 8pt"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-family:Calibri,sans-serif">Another item that will very likely be pursued at the Summit will be removal of all barriers to accessing medical services in the area of reproductive health, mainly for teenagers. The UN Summit will be held in Nairobi during which the issue of access to "reproductive and sexual rights" will be discussed. Despite the declaration about the open nature of the event, the organisers have admitted almost no conservative organisations to register for the summit.</strong></p> <p class="text-align-justify">The meeting in Nairobi is to commemorate the 25th anniversary of adoption of the Programme of Action of the International Conference on Population and Development (ICPD) in Cairo. Although it has been stated in the document that abortion may in no case be promoted as one of family planning methods, and the obligation of the nations is to reduce the number of abortions (item 8.25), there is a strong likelihood that environments related to the organisation of the Summit will attempt to violate that international consensus.</p> <p class="text-align-justify">The main purpose of the Nairobi Summit is to implement the provisions of the ICPD and the Sustainable Development Goals (SDGs) by 2030. As it is indicated on the website of the event, the Summit is to be a turning point when it comes to the implementation of universal access, as part of universal healthcare, to "reproductive and sexual rights". However, the used wording is imprecise. During the Conference in Cairo, the nations have agreed to use only such terms as "reproductive health", "reproductive rights" and "sexual health". Joining "sexual rights" to them is not authorised and brings the risk of promoting the demands of the LGBT movement.</p> <p class="text-align-justify">The events that took place before the summit, listed on its website, may raise controversies. As early as during the first of them, that was the inauguration of the international She Decides movement, the manifest was announced, according to which each woman should have the right to decide about whether she will give birth to a child and should have access to "safe abortion". The issue of a possibility to carry out abortions was raised many times, also during the events mentioned on the website, e.g. during the Women Deliver conference or the G7 Summit. During the latter, the Gender Equality Advisory Council, held as part of the G7 Summit, issued recommendations in which it pressed governments to guarantee for everyone access to "safe and legal abortion", introduce a ban on the dissemination of "untrue information" on prenatal killing or introduce compulsory sexual education in schools. The organisers themselves emphasize that these events constitute preparation for the meeting in November and take up issues that will be raised at the meeting.</p> <p class="text-align-justify">The organisation of the Nairobi Summit raises many doubts. Despite the assurances of the organisers about the open nature of the summit, the representatives of the Ordo Iuris Institute, as the majority of similar organisations all over the world, have not received confirmation of the registration. We know only about one organisation of this type (World Youth Association) that has been admitted to organise a side-event during the Summit.</p> <p class="text-align-justify">"Although the possible provisions of the Nairobi Summit will not be binding, and it will be voluntary to joint them, their shape will be of significant importance for the continued functioning of the United Nations. The document itself will certainly have a significant interpretation value for the United Nations' organisations such as WHO or committees supervising the implementation of treaties.
